He exuded confidence the next parliament would meet the elusive two-thirds gender rule and give women more space and a firm voice in the country's politics.

Gender rule fiasco

Since 2013, the National Assembly has been grappling with implementing the constitutional provision that requires it to adhere to the two-thirds gender rule.

In September 2020, former chief justice David Maraga advised President Uhuru Kenyatta to dissolve parliament for failing to comply with Article 261 of the constitution.

"Women and men have the right to equal treatment, including the right to equal opportunities in political, economic, cultural, and social spheres," read part of Maraga's advisory to the president.

Currently, the country is banking on the BBI bill to address gender parity in parliament.
